a declaration of the independence of cyberspace

This article was basically about the lack of government on the rapid growth of internet. A man by the name of John Perry Barlow presented, wrote, and published this peice. he was a founder ogf the electronic frontier foundation. It was written in response to the passing law of the telecommunications Act of 1996 in the U.S.

John had a line in this passage that really stood out to me. He said "Governments of the industrial world, you weary giants of flesh and steel i came from cyberspace the new home of mind. On behalf of the future, I ask you of the past to leave us alone. You are not welcome among us. You have the sovereignty where we gather". From that i gathered that he was saying we have no elected government, so therefore you have no authority over us, and they dont need a government because they want to independent in ehat they do. he believes if government is involved it would do more harm than good.

in what way for more harm than good? I believe that every action has its equivalent responsibility for each one involve and government is just a bridge for protection against abuse.
